A request to relax a zoning rule for a proposed semi-detached dwelling on Oliver Lane will go before St. Catharines' Committee of Adjustment next month, and residents have until early November to weigh in.
The application, filed by 17912170 Canada Corp for the property at 74 Oliver Lane, seeks a minor variance to allow construction of a semi-detached dwelling with one additional dwelling unit, according to a City of St. Catharines notice.
Application A-56/26 asks for relief from the city's Zoning By-law 2013-283 in one specific way: a reduction of the minimum setback from the front lot line to a platform structure with a height above 1.2 metres, from the required 3.0 metres down to 1.7 metres.
The hearing is scheduled for Nov. 12, 2026 at 5 p.m. in Council Chambers on the third floor of City Hall at 50 Church Street. Attendees are asked to use the James Street entrance. The session will also be live-streamed on the City of St. Catharines' YouTube channel for anyone who wants to watch remotely.
Anyone wishing to comment can submit written remarks to the Secretary-Treasurer by 12 p.m. on Nov. 6, 2026, or appear in person to make a verbal presentation to the committee.
The city cautions that submissions become part of the public record and will be made available to the public, including by posting on the city's website. Personal contact information such as phone numbers, email addresses, house numbers and signatures will be redacted before online posting.
Speaking up matters for anyone who might want to challenge the outcome. The notice warns that an appeal to the Ontario Land Tribunal may be dismissed if no written or verbal submissions were made at the hearing before the committee gives or refuses approval.
Under the More Homes Built Faster Act, appeals may be submitted by the applicant, the Minister, or a specified person or public body with an interest in the matter.
A revised site plan for the proposal is available on the city's website. Questions, comments and requests for a copy of the Notice of Decision can be directed to Elaine Munro, Secretary-Treasurer of the Committee of Adjustment, at City Hall, P.O. Box 3012, 50 Church Street, St. Catharines, by email at CitizensFirst@stcatharines.ca or by phone at 905-688-5600.
