Welland residents will get a chance to speak on five land-use applications next month, when the City's Committee of Adjustment holds a public hearing covering properties on Biggar Road, Scholfield Avenue and the Foyer Richelieu campus.

The hearing is scheduled for 5 p.m. on Thursday, Nov. 12, 2026, in Council Chambers at Civic Square, 60 East Main Street, according to a City of Welland notice.

Telecommunications tower on Biggar Road

The first application, filed by TowerCo Vintage 2 Inc., seeks consent to lease about 225 square metres of land at 485 Biggar Rd. that contains an existing telecommunications tower. The company also wants permanent easements over roughly 403 square metres of vacant land for access and utility purposes to serve the leased parcel.

The remaining 27,986.5 square metres of the property would be retained for continued rural residential use of the existing dwelling and shed at 485 Biggar Rd. The notice states that no new lot or development is proposed.

Deck variance on Scholfield Avenue

A second application, from owners Gratton and Witteveen at 52 Scholfield Ave., asks for relief from the City's zoning by-law to permit an existing front deck to encroach up to 2.5 metres into the required front yard, where 1.5 metres is the maximum allowed. The applicants are seeking to have the existing deck recognized as built.

Foyer Richelieu campus

The remaining three applications all involve Foyer Richelieu Welland, at 655 Tanguay Ave. and 51 Promenade Richelieu.

A consent application proposes conveying approximately 10,590 square metres of land containing a one-storey institutional building at 655 Tanguay Ave., subject to permanent easements for stormwater infrastructure and access. The retained land, about 13,913 square metres, would continue to house the existing three-storey institutional building at 51 Promenade Richelieu.

According to a City of Welland notice, the effect of the application would be to create one new lot for the existing one-storey building, with access and stormwater easements benefiting both the severed and retained lands.

Two companion minor variance applications relate to the same property. One seeks relief for reduced planting strips along a portion of the west lot line, parking spaces set back 2 metres from the street line instead of the required 3 metres, and reduced side yard setbacks for existing and proposed building links on the severed lot. The other applies similar parking, landscape buffer and building link relief to the proposed retained lot at 51 Promenade Richelieu.

Residents may attend the hearing in person to speak for or against any of the applications, or submit written comments to the Secretary-Treasurer by Friday, Nov. 6, 2026. All comments received will become part of the public record.

The notice warns that if a resident does not participate, the hearing may proceed in their absence and, except as otherwise provided in the Planning Act, they will not be entitled to further notice in the proceedings.

Anyone wishing to be notified of the committee's decision, or of a possible Ontario Land Tribunal hearing if the decision is appealed, must submit a written request to the Secretary-Treasurer.
